Wish them a NEON birthday with this fun card!

Additional Materials:
Heidi Swapp Day Glow Washi Tape, Color Magic resist papers, and Disco Sequin Heart, corner rounder, foam dots, black cardstock

Instructions: |
- Make a card base with black cardstock. Stamp front with VersaMark Dazzle ink in Frost.
- Stamp message on a white strip with black.
- Rub strips of Heidi Swapp Color Magic resist papers with Neon Pink, Yellow, and Orange inks. Trim to create flags.
- Create more flags with Heidi Swapp Day Glow washi tape.
- Adhere paper and washi flags to card front.
- Layer message over top.
- Add heart and gems.
